So, the first thing that popped in my mind was Mordor. By definition I feel it’s safe to call Mordor it’s own country. First, it has it’s own rules and governance and leadership, it occupies it’s own particular territory. Just, with orcs and goblins and stuff. If that doesn’t work for you, it’s definitely out IN the country away from major cities...and Frodo himself refers to Mordor as the “dark country” in the The Two Towers. So there.

I consulted Tolkein expert, Doug Brown for facts and information to ascertain how the orcs would have perceived their countryhood. We agreed that orcs would totally be into eating elves.
